The banned sheet metals

The City's sloped roof procedure publishes a list of banned materials for Pierrefonds-Roxboro.

• tar paper and any similar paper
• plastic film, tarred canvas and fibreglass cloth
• straw
• aluminum sheet and non-galvanized steel sheet, except sheet pre-painted and baked at the factory
• fibreglass, polycarbonate, PVC or derived panels

The line on sheet metal reads in two steps. Bare aluminum sheet or bare steel without galvanizing is refused. Galvanized steel sheet is not targeted. Pre-painted, factory-baked sheet is allowed. The City's wording seems to apply this exception to aluminum as well as steel.

What triggers the permit

In Pierrefonds-Roxboro, the permit exemption is built around asphalt. Asphalt shingles replaced with asphalt shingles need no permit. As soon as the material changes, a permit is required.

A metal roof falls outside the exemption in two cases.

1. A shingle roof becomes a metal roof. The material changes, so a permit is required.
2. A metal roof is redone. The flat roof procedure requires a permit to renovate or replace a covering made of materials other than asphalt.

For the second case, the sloped roof procedure is less clear. It requires a permit for a material different from the one in place, without mentioning metal redone in metal. We plan for the permit until the counter says otherwise.

Flat and low-slope roofs

According to the City, a roof with a pitch under 2:12 is a flat or low-slope roof. In Pierrefonds-Roxboro, its covering must be light in colour, or covered with a reflective coating or light ballast, with a solar reflectance index (SRI) of at least 66. A green roof is also allowed. Dark metal does not meet this threshold without a manufacturer data sheet or a professional's opinion to prove it. The part of the roof taken up by mechanical equipment or a terrace is exempt.

Documents and fees

The City asks for the quote or a cost estimate grid with taxes, the certificate of location, the materials data sheet showing the SRI and any other useful document. For a flat roof, the quote must also state the roof pitch. Our detailed written quote always includes it.

Fees are $9.80 per $1,000 of work. The minimum is $167.40 for a residential building and $491.70 for a commercial, industrial, institutional or mixed-use building. Extra fees may apply to a building or area with heritage value.
