The minimum fee for a commercial building
The review fee for a permit application is $9.80 per $1,000 of work. Whatever the cost of the work, the City sets a minimum:
- $491.70 for a commercial, industrial, institutional or mixed-use building
- $167.40 for a strictly residential building
The word "strictly" matters. The lower minimum applies to a strictly residential building, and the City groups mixed-use buildings with commercial ones. If your building combines a store and apartments, have its category confirmed by the permit counter.
The cost estimate must include all costs related to the work, taxes included, such as plans, labour and equipment. Fees are non-refundable. Extra fees may apply if the building or its area has heritage value or is subject to special architectural standards.
Material rules
The City's two procedures make no distinction by building use when they discuss materials. The borough's material rules also apply to a store or a warehouse, based on what the City publishes.
On a flat or low-slope roof, the roofing must be light-coloured or reflective, with a solar reflectance index of at least 66, or a green roof. On a sloped roof, the borough bans a series of materials, including fibreglass, polycarbonate or PVC panels.
The flat roof procedure requires a permit to renovate or replace the roofing of a roof made of materials other than asphalt, and whenever the material changes. For an asphalt flat roof redone like for like, the City's wording is ambiguous. Its list of work without a permit refers to a "sloped roof". Have your case confirmed by the permit counter.
If your building falls under special zoning or a special use, the page does not say whether other standards apply. The permit counter can confirm it.
Mechanical equipment on the roof
A commercial roof often carries air conditioners, heat pumps or other units. The City states that the reflectance requirement does not apply to the part of the roof taken up by mechanical equipment. It does not apply to a deck either.
Ask us to mark these areas on the quote. The page does not say how the borough measures the "occupied" area.
What a property manager should plan for
Power of attorney. If you file the application for the owner, the City requires a power of attorney authorizing you to act on their behalf.
Condominium. In a building held in co-ownership, you need an authorization letter from each co-owner or a resolution of the syndicate. Allow time for a meeting or a board decision. To find out who must vote on what, refer to the declaration of co-ownership or a legal adviser.
Documents. The application includes the quote or a cost estimate grid, the certificate of location and the material data sheet with the reflectance index. For a flat roof, the quote must state the roof slope.
Insurance. Notify the building's insurer before the work and ask what it requires. Also ask us for proof of liability insurance.
