Which fee applies to your building
The review fee for a permit application is $9.80 per $1,000 of work, whatever the type of building. The floor is not the same for everyone.
The $491.70 minimum covers four categories, commercial, industrial, institutional and mixed-use. The residential minimum applies only to a strictly residential building. A building that combines a store and apartments is not strictly residential. The City does not define "mixed-use", so have the category confirmed at the permit counter.
Fees are non-refundable.
These fees fit within the borough's general permit rules.
What the declared cost must include
The City asks for an estimate that includes all costs related to the work, taxes included. It gives plans, labour and equipment as examples.
For a manager, this means the cost of plans goes into the declared amount. Ask us for a quote that lists these items separately.
Materials on a commercial flat roof
The City's page for Saint-Laurent sets no material rule specific to commercial or industrial buildings. The flat roof requirements apply to every type of building: white gravel, a material with a solar reflectance index of at least 78, or a green roof. On a sloped roof, the roofing can be replaced without a permit if the material stays the same.
One exception matters a lot on commercial roofs. The requirements do not apply to the part of the roof taken up by mechanical equipment, such as an air conditioner or heat pump, or by a deck.
The page does not say how to measure that area, or whether ducts and walkways are part of it. Have this clarified at the permit counter with a roof plan in hand.
What a manager should plan for
A few points are settled before work starts:
- Power of attorney. If you manage the building for an owner, the City requires a power of attorney authorizing you to act on their behalf.
- Condominium. In a condominium, you need an authorization letter from each co-owner or a resolution of the syndicate.
- Data sheet. It must describe the materials and give their solar reflectance index.
- Certificate of location. It is one of the required documents. Check early that the owner has it on hand.
The page consulted gives no processing time. If the work has to happen in a set window, to limit the impact on tenants for example, ask the counter about timing before setting the schedule.
Heritage value and special standards
Extra fees may apply if the building or its area has heritage value or is subject to special architectural standards. The page gives neither the amounts nor the areas concerned. The Saint-Laurent permit counter, 777, boulevard Marcel-Laurin, can confirm it for your address. For a white roof or a green roof, the City recommends applying there in person.
