Repair or replace
The City separates two situations. Maintaining or repairing the roof needs no permit, with adding tar as its example. Replacing the roofing needs one.
Verdun's flat roof procedure says nothing about work that reaches the insulation or the structure. If your project goes that far, ask the permit counter what applies.
Coverings Verdun allows
For a replacement, the borough accepts:
- a green roof
- a material that is white or painted white
- a material covered with a reflective coating or white ballast
- a material with a solar reflectance index (SRI) of at least 78
- a combination of these coverings
Before settling on a product, ask us which of these categories it falls into, with the data sheet to back it up.
The threshold of 78
The solar reflectance index shows how well a surface sends the sun's heat back instead of absorbing it. In Verdun, the threshold is 78. According to the City, the thresholds required in Montreal range from 56 to 82 depending on the borough, which puts Verdun near the top.
The City requires proof, either the manufacturer's specifications or a professional's opinion. In practice, the product data sheet carries that number. Ask us for it along with the quote.
Decks and rooftop units
According to the City, in Verdun the material requirement does not apply to the part of the roof taken up by a deck or by mechanical equipment, such as an air conditioner or a heat pump. The rest of the surface must meet the requirement.
The City page does not explain how that part is measured or how to show it in the application. If your roof has a deck, tell us and ask the counter.
The green roof
A green roof is allowed, but the application cannot be made online. The City asks you to go to the Verdun permit counter, 4555, rue de Verdun, office 104. The technical requirements for this type of roof are not on the page consulted.
Fees and documents
The permit review fees the City publishes for Verdun are $9.80 per $1,000 of work. The minimum is $167.40 for a strictly residential building and $491.70 for a commercial, industrial, institutional or mixed-use building. The fees are non-refundable.
For a flat roof, the City asks for:
- the quote or a cost estimate grid, taxes included
- the materials technical data sheet, showing the solar reflectance index
- any other document useful to the review
In a condo, you also need a letter of authorization from each co-owner or a resolution of the syndicate.
Frequently asked questions
Can you redo a flat roof with gravel in Verdun?
For a flat roof in Verdun, the City names no roofing system. It accepts a material covered with white ballast, or a material with an SRI of 78. The page says nothing about gravel of another colour, so ask the permit counter.
Does the white covering have to cover the whole roof?
No, the part of the roof taken up by a deck or mechanical equipment is excluded from the requirement. The City page does not detail the calculation, which the counter can clarify.
How do I know if my current roof complies?
Do not go up to check. We can identify the roofing in place. The City presents these requirements with the replacement of the roofing, and its page says nothing about an existing roof that is not being redone.
