Roof Replacement in Pierrefonds

A replacement that needs a permit in Pierrefonds costs $9.80 per $1,000 of work, with a minimum of $167.40 for a strictly residential building, according to the City of Montreal (October 2026). Redoing a roof under the rules for roofing in Pierrefonds starts with one question. Is the material changing? If so, you need a permit from the borough of Pierrefonds-Roxboro. If you are replacing asphalt shingles with asphalt shingles, you do not.

01

Step 1: get the roof assessed and a quote

We inspect the roof and the attic. You stay on the ground. Ask us for a written quote that states:

  • the material in place and the material proposed
  • the roof slope
  • the total cost, taxes included

These details also serve for the permit application, if one is required.

02

Step 2: find out whether a permit is required

The borough's rules come down to this:

  • Sloped roof, asphalt shingles replaced with asphalt shingles. No permit.
  • Sloped roof, new material different from the one in place. Permit required.
  • Flat or low-slope roof made of materials other than asphalt. Permit required to renovate or replace the roofing.
  • Asphalt roofing changed for an identical material. The flat roof procedure lists it as work without a permit, in a list that refers to a "sloped roof".

That last point is ambiguous. For an asphalt flat roof redone like for like, do not take the exemption for granted, and have your case confirmed by the permit counter.

A full replacement often exposes the decking and the insulation. For this borough, the City's page does not say whether work on the insulation or structure requires a permit. Ask the permit counter before the job starts.

03

Step 3: work out the fees

The review fee is $9.80 per $1,000 of work. The minimum is $167.40 for a strictly residential building and $491.70 for a commercial, industrial, institutional or mixed-use building.

The calculation starts from the estimated cost of the work, which must include everything, taxes included, such as plans, labour and equipment. Fees are non-refundable. Extra fees may apply if the building or its area has heritage value or is subject to special architectural standards.

04

Step 4: gather the documents

The City asks for:

  • the quote or a cost estimate grid, taxes included, stating the roof slope in the case of a flat roof
  • the certificate of location
  • the data sheet of the planned materials, with the solar reflectance index
  • any other document useful for the review

Your situation may add a document. In a condominium, attach an authorization letter from each co-owner or a resolution of the syndicate. If you hand the filing to us, or to anyone else, a power of attorney is required.

05

Step 5: file the application

Two options are available:

  • online, with an account on the City's website and payment by credit card
  • in person, at the Pierrefonds-Roxboro permit counter, 13665, boulevard de Pierrefonds

For a green roof, the City requires you to go through the counter.

06

Step 6: wait for the permit, then start the work

Ask us to order materials only once the permit is in hand.

Have the contract state who files the application, who pays the fees and what happens if the borough asks for a change.

FAQ

Frequently asked questions

Do you always need a permit to replace a whole roof in Pierrefonds?

No, an asphalt shingle roof redone in asphalt shingles needs no permit in Pierrefonds. A permit is required when the material changes, and for a flat roof made of materials other than asphalt. For an asphalt flat roof redone like for like, the City's wording is ambiguous and the permit counter must decide.

How long does the permit review take?

The City publishes no timeline on the pages consulted. Ask the permit counter before booking a date with us.

Who files the application, the owner or the roofer?

You can file the application yourself or hand it to us. If you hand it to us, the City requires a power of attorney authorizing us to act on the owner's behalf.
