Shingles for shingles: no permit
The City's sloped roof procedure names two cases with no permit in the borough:
- maintaining or repairing the roof, for example changing a few shingles
- changing asphalt shingle roofing, if the new roofing is also made of asphalt shingles
The City talks about the material. It says nothing about the colour, model or thickness of the shingle. If you want a shingle in another shade or format, the page does not say whether that changes anything. A call to the permit counter settles it.
No permit does not make the contract any less serious. As with any roof repair, ask for a written quote that describes the product, the underlayment, the flashing and the attic ventilation.
Changing material: permit required
A permit is required to renovate or replace the roofing with a material different from the one in place.
Going from asphalt shingles to sheet metal is one example. Wait for the borough's answer before letting anyone order materials.
Banned materials
The borough bans the following materials on a sloped roof:
- tar paper and any similar paper
- plastic film, tarred canvas and fibreglass fabric
- straw
- aluminium sheet and non-galvanized steel sheet, except factory pre-painted and baked sheet metal
- fibreglass, polycarbonate or PVC panels, or panels of any derived material
The nuance on sheet metal matters if you are thinking of leaving shingles behind. Factory pre-painted and baked sheet metal is excluded from the ban. Have the exact type of metal and its finish written on the quote.
The City adds that some exceptions apply, without describing them. It refers you to the permit counter. The page also publishes no list of approved materials for sloped roofs. It only says what is banned.
What the application contains
If a permit is required, the City asks for the quote or a cost estimate grid with taxes, the certificate of location and the data sheet of the planned materials. That sheet must show the solar reflectance index, even for a sloped roof. The page sets no threshold for this type of roof, however.
In Pierrefonds, the permit costs $9.80 per $1,000 of work according to the City, with a minimum of $167.40 for a strictly residential building. These fees are non-refundable.
The condition of the shingles can be seen from the ground. Do not climb onto the roof or up a ladder. We do the close-up inspection.
